    How to choose the best PR agency in Dubai

    Search for the best PR agency in Dubai and you get two kinds of result: directories where placement correlates with paying the directory, and "top 10 PR agencies in Dubai" posts published by agencies that happen to have put themselves in the top 10. Both are marketing. Neither is research.

    That includes this page. We are a Dubai PR agency writing about how to choose a Dubai PR agency, and you should read it with that in mind. What follows is the set of questions we think separates a good agency from a well-marketed one, written so you can point them at us as easily as at anyone else.

    Why "top" and "best" lists are structurally unreliable

    Three business models sit behind almost every ranking you will find:

    • Paid directories. Listing order often reflects a subscription tier, not outcomes. The reviews are frequently real, but the ranking is inventory.
    • Agency-published roundups. An agency writes "best PR agencies in Dubai," lists nine competitors it does not fear and itself at number one or two. It is a lead-generation asset shaped like an evaluation.
    • Affiliate and referral posts. The order follows commission, not results.

    None of this makes the named agencies bad. It means the ranking carries no information. A list can tell you an agency exists. It cannot tell you whether that agency can place your specific story in front of your specific buyers.

    The one genuinely useful signal in a roundup is being listed repeatedly in lists the agency did not write. That is hard to manufacture at scale.

    The distinction most agencies will not raise first: earned versus paid

    This is the single most important thing to understand about the Gulf market, and it is the question least likely to be answered plainly unless you ask.

    Earned coverage means a journalist judged the story newsworthy and wrote it. You cannot buy it, you cannot guarantee it, and no agency can honestly promise a specific outlet.

    Paid placement means the outlet published because it was paid. It is legitimate and often useful, and much of what circulates in this region as "media coverage" is this. But it is advertising, and it should be labelled as such.

    Ask directly: is this placement paid, and will it carry a sponsored or advertorial label? An agency that answers clearly is one you can work with. An agency that blurs the two is selling advertising at PR prices, and the confusion is the product.

    The distinction has consequences beyond honesty. Google's spam policies require links acquired through payment to carry rel="sponsored" or rel="nofollow", and its site reputation abuse policy specifically targets third-party content published on a trusted domain to exploit that domain's ranking. A guaranteed-placement package sold on SEO value is describing something Google has an explicit policy against. If an agency pitches paid placements as an SEO play, that is worth pausing on.

    Questions worth asking any agency, including us

    "Which named clients have you placed in which named outlets?" Not a platform count. "200+ media platforms" is an industry-standard claim and tells you almost nothing on its own. We make a version of it too, which is exactly why the follow-up matters. Ask for specific, checkable examples in the outlets that matter to your category.

    "Is this distribution or media relations?" A wire blast pushes one identical release to hundreds of sites. Media relations means pitching named journalists. These are different services at different prices, and the difference decides whether an announcement earns search value or gets filtered as duplicate content.

    "Who actually does the work?" In a market with a large agency population, the person in the pitch meeting is not always the person on your account. Ask who writes, who pitches, and who has the relationships.

    "What happens when there is no news?" An agency that only activates around launches will go quiet for months. Ask what a slow quarter looks like.

    "Can you show me a campaign that underperformed?" Everyone has them. An agency that claims otherwise is either new or not being straight with you.

    Regional specifics a generalist will miss

    The UAE is not a market where a translated international pitch reliably lands.

    "Best PR agency" or "best marketing agency"? They are not the same purchase

    These get searched interchangeably and they buy different things.

    If you need demand this quarter, a performance marketing agency is the more honest answer. If you need to be a credible name a journalist, an investor or an AI assistant will repeat, that is PR. Most growing companies need both, bought separately and judged separately.

    The newer question: can they get you cited by AI assistants?

    Buyers increasingly ask an assistant before they run a search, and the answer names a few sources and skips everything else. This is a different problem from ranking, because ranking on Google does not mean ChatGPT cites you. The source sets only partly overlap.

    Ask what specifically an agency does here beyond repeating "AI visibility" as a line item. The honest mechanism is unglamorous: independent, corroborating mentions across sources an assistant already trusts, which is what earned coverage produces and what a paid advertorial largely does not. Anyone promising to "guarantee ChatGPT recommends you" is describing something no one can control. What can be done is measured, repeatably, so you know where you actually stand.

    What buyers now ask AI assistants, and why it changes the brief

    Searches used to be two or three words. Assistant questions carry the whole situation, and the answers are synthesised from sources that address that situation directly:

    If your shortlist cannot answer these in plain language, the assistant will find someone who can, and that is increasingly where the shortlist gets made.
